The issue is that you've not submitted pixel art, but a picture containing pixels. At the start of many great pixel art pieces is lineart like what you've submitted. But there is no indication that thought was put into polishing the submission up. The white outline is not wrong in itself, but because it is not confirming to the character consistently, it just looks randomly splashed on. The line art isn't bad, but there are so many jaggies it's almost immediately assumed that it was just rushed to submit something. The last thing I'll mention is the shading. I see you did attempt some shadow under the "ear" sections. That's great! You were trying to indicate the form you've made has some sort of depth. The problem is when the contrast between shadow and highlight are very similar. In such a case it would do you better to either lower the value of your shadow, or not try to shadow at all. And if there's only shadow on one part of the character he's sure to appear incomplete. One thing that can help you avoid that is by planning out your pallette ahead of time.
None of that's to be discouraging, just some tips to get things going. Looking like this, it's not likely to exit the public queue into the gallery. Please don't give up. Keep looking at pixels you like and imitate the artists. That helps improve and develop your own style. This is a very creative concept so I'm sure once you get in the swing of things you're going to thrive and be a great addition to the gallery. There are lots of good tutorials on the forum as well.
