I agree on the skirt overlap part, it was a bit of an oversight and looks much better in your edit.
I'm not extremely focused on getting down on the color count but thank you so much for the tips anyways. I might be commissioned to work with a small palette some day and I'm sure the knowledge will come in handy.
I use GraphicsGale do count my colors, I always thought it counts transparency as well but it's good to know it doesn't then I'll add one color to its count in the future.
I wasn't aware of the pushing off the edge thing at all. I'll tale away most of the transparency in that case. I always just cut my pieces square shaped.

This looks great! My only nitpick is that the jacket overlapping the skirt looks strange with its light outline. I think in those cases, it's better to not have an outline, since the contrast of the colours is more than enough to separate the objects.
If you're interested in shaving off colours, you could replace the black outline with the darkest skirt colour. It's dark enough that it makes no visual difference.
I'd also recommend cropping off some of the empty space on the sides. When zooming in, it pushes the piece off-screen. It's good to have some empty space to keep the character from the image edge, but you don't need a lot.
Transparency counts as a colour, so this piece is currently 21 colours, not 20.
I hope it's alright that I made an edit to show what I mean with the jacket outline. I also replaced the outline colour to show how little difference it makes.
