A blur tool isn't necessarily a bad thing or "not allowed", it's more about the clarity and control you have over the results - at worst, you can get a messy-looking result with no easy way to make it look better. If you can limit the palette from which the blur tool picks its blended colours and then clean up the results to have nice shapes, then there's no problem. In general though, soft colour transitions in pixel art are usually done through careful use of pre-chosen colours rather than through smudging, simply bcause that tends to give better-looking results.
PJ uses a stricter definition of pixel art, focusing on the things that differentiate pixel art from other media. In many other places, a mix of pixel art with NPA (non-pixel art) techniques would be allowed, but not here.
I'm using aseprite, you are correct, there is a blur tool, i didn't know if it wasn't allowed, I'll try to correct it and then re-upload it :) thanks for your input :)
This looks like a mix of digital painting with pixel art, which isn't allowed on PixelJoint. You used a soft brush or something similar to shade the neck, chest, hair, and blush, which resulted in a large number of redundant, uncontrolled colours.
I understand, I will keep that in mind :)
