Cute doggo! It looks like you've used a lot of antialiased / transparent brushes, which isn't pixel art by the strict definition used here. Your image has nearly 350 unique colours. I think with a little bit of extra work you could remove those redundant colours and get it down to about 10. Please try going over with a hard brush and use this site to check how you are doing, colour-wise. Thanks!
