I understand what you mean but it's basically pokemon fan art, there's no need to ask game freak permission to draw pokemon

I think it's alright to draw a sprite of someone else's character for non commercial purposes, but it seems a bit ironic to me to then say "please don't use this sprite" in the description. In order to make this you used someone's art without permission... 

Also, I think you're right, it's eevee!
