You have a lot of colours here and they take away from the image rather than add to it. You could make the raindrops look good using 1-2 colours max.
Also the shape of the cloud does not read as a cloud to me. Perhaps study how some other PJers do clouds and try to incorporate that into what you've done.
Overall, a good start. I recommend reading the tutorials on the forums. :)
