for some reason this reminds me a lot of the pixeljoint avatar. i won't comment on that and instead i'll say that i really like the hair texture, it's very convincing. the dithering under the chin is probably not necessary.

Some advice to help you start off: When setting your color palette, consider shifting the hue of each seperate color as they get darker or lighter.
