The guy kinda looks like Shaggy, the background looks like a boat, (which is where the episode takes place), he's wearing what kinda looks like a paper hat, (which appears in the episode), and he's holding a pipe, (which for some reason, I remember having something to do with the episode).
The likeness is so strong, that I saw this, and was instantly reminded of the episode for the first time in a while.
