Starting with the character.
I typically grab my palette from my reference and take a good look at the style used. In this case its anime so I picked a 4 shade cel style and set my palette up for that. I do draw an outline first usually using black pen but the outline is to scale in pixel art. From there on a new layer I draw a clean outline then apply my base colors. Finally I'll add in the darker colors and highlights just applying it by eye.
Now the backdrop.

It makes up 5 layers, with the furthest back layer being just a pixelated gradient. I did not use an outline for the buildings on the middle 3 layers but instead just drew a basic building for each layer and then created different sized building based on those templates for the final. The front building layer I looked at building silhouettes and started with a base of rectangles then applied roof objects and windows later.
I want to say it took 3 hours to draw but due to having the backdrop already the character herself only took 1 hour. If you want even more specifics then you can always DM me. I can go on forever about this.

Do you mind sharing a bit of your workflow? Do you go straigh to pixel art or do you do some line art or similar before? How long did it take ou to finish this one? Did you use any specific technique to build the background?

Thats the idea. I actually have used this backdrop in a few pieces here already. The backdrop is made up of some 4 parts and is inspired from the Streets Of Rage intro. Infact I used a similar palette with making this one.
The effect of that clear buildings in the back, which are bigger,than those black, colser ones is crazy. It makes me think those are just in thoughts. I can't help imagining the slow movement of that last layer.
