The reason this has probably not been accepted is due to large color variation. Though there are 254 colors (just 2 colors under the PJ color max) It sort of defeats the purpose of pixel art which is working with limited resolution and color. This piece could easily be recreated using only 80 colors without a loss of detail (thats roughly a 68% color reduction).
Please consider resubmitting this piece with at most 80 colors. Its a spectacular piece and should go in the gallery! It just needs that slight touchup.
This can easily be done in Photoshop by:
Go to "Image" on the top menu bar
then go to "Mode" and click on "Indexed Color..."
A window will appear, and for each of the fields input these settings.
Set "Palette:" to Local (Selective)
Set "Colors:" to 80 (or lower if desired)
Set "Forced:" to None
Unckeck the "Transparency" box (if it is checked)
under the "Options" section
set "Dither:" to None
Then press OK.
