Hey, this looks really cool. It's not exactly isometric art (the lines aren't at perfect 60 degree angles, so each subsection of the line isn't an unchanging 2 pixels) but it has the same vibe of stuff being placed along an unchanging grid. This is what makes the piece read as pixel art, imo. I wonder whether it'd be good for you to find some tutorials on isometric pixel art and try doing some work in that style - this piece has a sense of deliberate pixel placement that your earlier submissions didn't have, and I think having that rigid style might help you hone your skills.
I think you could get rid of a couple of the colors in this piece without fundamentally changing it. I ran the piece through the PJ Image Specs tool (you can find it on the site's menu bar under "Features") and noticed that you're using different colors of grey for the fence and the stars, even though the difference is basically nonexistent to the naked eye.
I think you're improving a lot, which is awesome, and there's a lot to like about this piece - the bright, mint green road is striking, the figure stands out, the composition is evocative and mysterious... stuff like that is really cool.
