Some people says - it IS Vasya Joker (Vasya - famous russian name, usually associate with alcoholic)

So it IS a British Joker :)

Actually Gotham visually is very similar concept of industrial revolution.

Now I know the background doesn't match this idea but I would love to see a joker character in the middle of the British industrial revolution
