The head is beautifully shaded! As for the cape, from my eye it seems to suffer from pillow shading and an odd shape. The neck and shoulder shape is fine, but at the lower part of the cape it seems to lose the body shape underneath the cape.
Regarding the shading, the issue is concentrated in the cloth wrinkles, so it might be an idea to gather some photograph references of capes and observe how the light and shadows are balanced, and how they play with shadows.

So, I was trying to make the image less stiff with a slight bend to the frabric on the bottom part, guess it didn't land right. Even tho I've used a lot of references it's still hard to make cloth...
