This is a neat Pokemon sprite but your selout needs some work. The black/dark pixels in the outline seem really randomly placed. I'd take a close look at the outlining on actual Pokemon sprites and maybe look up a selout tutorial.
On the shape of the sprite itself, the body and neck seem a little compact for Kingdra. That Pokemon looks more elongated in the official sprites.
