I think the piece works best with the main characters - being conveyed in large clusters of colour, interesting dithering on the side of the woman's jeans, generally good choices of colours and balance of colours for the characters' clothing. It's like seeing a set of Neo Geo character portraits but on the small screen. The background characters/objects are all well conveyed too, neither being simplistic nor drawing away from the forefront.
I think trying to force a gradient-esque background through dithering is a detriment to the picture. The second colour from the top, the lightest purple, works well on its own and with the checkerboard/+-shaped dithering of the darker purple. The other dithering with the dark purple, the light purple dithering with the light blue and the dark/darkest purples dithering, all have too much contrast in tone and take priority away from the characters. In a similar sense, while the rendering on the title logo is well done to convey the border's rendering and shadows cast on the red letters, it all fights for attention amongst itself at a low resolution. Something more like the "PRESS START" text [but with a drop shadow or a single-colour dark border around it] would improve readability IMO.
