Yes, it's another one of these. Although I only lurk at Pixelation, I am nonetheless happy to see that it is back, along with a proper skin. The 4-color palette in the low-color portion is taken with permission from Brian the Great's forum smilies.
Edit: small changes made so I don't look so incredibly aged. And also, I added 50% dither pattern to the background so that there would still be 5 bands of color.
