Wild Guns crossed with Snatcher? The outline-less boss being AA'ed into the red background and the intriguingly orange/grey/blue floor strikes me strongly of the Bitmap Brothers in the best way possible. This feels like a picture that would be worthy of a breakdown thread in its own right, for intermediate pixelartists to study from.
