I struggle making more than "Cool!" and "Awesome!" even when I like the work pretty much :) No doubt English and UK's scenes in general can be extremely cosy. I've been living in the UK for 5 years and can't stop admiring local reserved but warm cosiness, whether it's a country side or semi-industrial area.
Lovely ambience, and the details give it such a sense of place (the 5 star hygiene rating in the window made my day).
Sometimes I feel envious of artists in far-flung countries who create wonderfully atmospheric scenes, but you have shown me a few times now that you can capture the atmosphere of British streets in a way that makes me feel warm inside. I'm much further north, but I can think of a few places that have a similar feel.
Having Googled the Black Eye, it looks like you've really nailed it.

Cool little scene! I like the warm interior colors with the cooler outside.
I know this is unsolicited feedback, but - I don't think the 50% dithering is working. My eye is really pulled to it.
Diagonal streaks in glass instead? If it were me I might go for the alpha transparency option.
One other thought I have looking at this - to give the scene a little more narrative vibe - if the seated guy was looking towards the bald guy and speaking, maybe even raising his hand to get his attention, I feel like it would probably create a more interesting moment in time, because now something is actually happening; there's interaction.
But yeah, ambitious effort. Good one.
