'kay, I've revised this per your suggestions, but because I can't stand to lose previous versions of stuff and because it might just be an opinion issue, I've got 3 versions: all flat, hat dithered, and all dithered.

Look at pictures of snow, I think you will find that snow goes in bluish, cold shades, instead of the strictly monochrome variety that you have decided to use. And yes, dither the **** out of it, now it looks kind of like metal due to the sharp edges.

At one stage of WIPness, I had the had shaded similarly to the snowman, but it didn't look smooth and I couldn't use the whole palette there or it would look like a grey hat. I decided that dithering was the best course of action.
