Interesting concept. I like the idea...

Some things you might fix are the fact that the dithering on the face is very formal, but the dithering in the mouth is kind of random. It would be kind of like coloring inside of a coloring book...If you color in random directions it looks weird, but if you color in one direction the whole time, it comes out really nice.

Also maybe you could come up with more of a detailed design for the eyebrows, I like how it looks kind of scribbly but, it doesn't seem to match the rest of the character.

Rest of it is nice, I love the flowers in the wings.. Good idea.
