basically the tileset is O.K. Your tiles are well made, its not tiling and its clean.
But the main problem here is that this is lacking a lot of originality in every ways. Your colors could use a lot work, they are currently very bland and unimaginative. You should really work with saturation contrasts and hue switching to give focus to certain elements. Cause right now everything is on the same level of importance to the viewer. I'm not sure if i should focus on the trees, the trunk, the logs, the flowers or even the rocks. Lowering the saturation of certain elements will make them less important since they will seem farther. You can then this way create a nice 3d effect by shading the bottom of the trees with less saturation and making the top much more vibrant. Keep in mind tho that it should never be more vibrant than the main characther , you sprites should always be more saturated, than your tilesets. That way its easier to spot them. By the way your trees are very nice technique wise. It's pretty hard to do nice trees in small rpg tilesets, and you got the it pretty well.
You water is my biggest gripe with this after the colors. It's not very water-like seriously. using more horisontal lines instead of diagonals will give the idea that its flat and watery. Right now I have the feeling that it's in diagonal.
All in all you have a done a long way, it's a good tileset, but it needs a palette overhaul and some tweaking. Then it's gonna be pretty cool really.
