The weird artifacts make it look a lot like it was scaled up.. maybe you scaled down then up?
You should really never scale pixel art to begin with. In print you would draw at a higher resolution then reduce to get more detail, but with pixel art that severely damages the image.
yeah i drew her in 500 size then scaled it down , is there a problem with it ? it gives me better view
This seems to have been scaled up after being drawn.. maybe you posted the wrong file? :)
You can just zoom in on the canvas, though... Any art or image editing program lets you do that. Pixel art is meant to be created and viewed at 100% scale, and if you want to see it up close that's what the zoom buttons are there for.
Scaling pixel art down can cause the original image to become distorted. For example, there's three 2-pixel-wide sections of the external line on the left sleeve, which is obviously a result of scaling the drawing down. Same thing happens at the top of the frog hat. The shape of her face is uneven (full of jaggies), and so on...
