It all depends on how you do it. Restrictions tend to make art stronger, if you can work with them. I'm not saying make every piece only 10 colors, you can def get by with 50 depending on what it is!
Pixel art is also all about control and intention. Having stray colors, messy lines, etc on your piece shows a little less professionalism. I know it's just a hobby for most of us, but there's still a certain level to which it should be held. Even so, is there really anything wrong with having your own work and those displayed beside it look more professional.

On the submission screen, per rule #4:
Pieces must exhibit proper color palette control. Having too many similar / indistinguishable colors that serve no specific purpose may have a piece denied entry to the gallery. Use PJ Image Specs to analyze your piece for such issues.
A large palette itself isn't a problem, just the fact that there's redundant colors that you could simplify. Like your reds, there's a lot of similar reds that you could simplify and use across the piece (like the darkest shade of his eyes, they use a different color of red than his mouth, yet they're so similar why not make them the same? Same for the grey on the 8, it's so similar to the teeth color you could just use the same color.)
I'm not trying to pick on you or anything, promise, I think you're more than capable of making really good work, just try slimming down colors or making a palette beforehand and trying to stick to it.

also is there any rule that says i have to limit my pallete i cant just put how many colors i want is this wrong ? or what i saw the other mod mentioning this its weird to limit my pallete if i wanted to use 15988 colors who cares no ?

Looks better with better detail! Size is right now as well, but I would still like to point out it has a really high color count (118.) I would put your work through the image specs tool before submitting, but I believe you can cut the amount of colors in half or more!
If you make a palette in Aseprite (clicking on "Options" above the current color palette, then clicking on "New palette from Sprite.) you can also see all the colors being used and how similar a lot of them are. You can edit this submission (Via the little pencil icon) instead of reuploading, if you choose. :) You're doing well and I believe you're improving, just need to practice some better palette control!

You can find some with a lot of colors or very little colors and search by how many colors you want in it. ♥
