There's not much here to add character, far too basic for my liking.  He has short, brown hair, and...jeans.  Also, you haven't strayed beyond the template any, which I should also like to see.  19 colors is all fine and dandy, but you haven't made the most out of any of the colors used.  You need to justify why you used 19 colors.  Up the contrast.  Alot.  The black outline for the nose and mouth is way to dard, especially given that the body's outline isn't very dark at all.
