If you're having trouble updating the file, it can help if the new verison has a different filename than the old version.

Okay I got the color count down to 16 and it still looks the same.

Okay I see I wasn't able to get it down using aseprite, I got the pallete down from +/- 150 colors to 16 but the sprites color count itself has not gone down. Ill try again in a bit.

There are many colours used just for couple of pixels. You should try to unify all the colours under 1% with similar, more popular ones. I promise you that this is a great practice at palette management, and when you will do enough work like this, you will quickly be able to make a picture like this with only 16 colours. Let me know if you have any problems.
