I'm in the process of making a PC-9800 themed personal website from scratch using HTML and stuff. The character depicted here is Fly High, my Pegasus brand mascot. This specific asset will be front and centre on the homepage, and if you hover over her she'll smile at you.

This looks very cool, the wind animation is very fluid.
I second what Tipleloop mentioned about the lack of the hip, that's really the only thing that really stuck out to me.
