Looks a LOT like Jazz Jackrabbit :) That's not a bad thing tho.
My only grief is that you really made the kicks suck! sorry man, but really.. different heels on the right and left sneaker? I as a sneaker aficionado just CAN'T stand that sight. :D
Besides you drew some imaginary skippies instead of some real sneaks. C'mon people, ain't nothing wrong with drawing adidas or Nikes on your characters? At least draw clean ones without the TWO stripes jeez :).
Sorry everyone for my sneaker-tirade. I just had to let it out. :D Asides from the shoes, it's cool. Oh and the white BG apparently needs to go too.
You have a nice character in a cartoon style, but imo not a very interesting piece of pixel art specifically. What you have is antialiasing towards the outlines, not, for the most part, actual shading. There is a bit of shading on the pants, and perhaps a highlight on the shoes, but not much. This piece looks pretty good, but in future you should think about trying to draw realistic shadows.
1 more small thing: the bullets (?) draped over him could be made shinier with a much brighter top highlight; I think this would make them closer to how you might want them.
