Brazilian folklore is crowded with exotic and fascinating creatures. The SACI is probably the most popular of them all.
He is a young lad, with tar-colored skin, wearing only a red hood and a veggie skirt. He has only one leg and smokes a magic pipe. He can become invisible and moves around inside a whirlwind.
He is not evil, but rather mischievous and tricky. Loves to fool people and make fun of them. The only way to catch him is to trap him inside a bottle while he is invisible and moving as a whirlwind, but no one has ever managed to do so.

I will have to disagree with everyone, and say I really like this piece. I think you have shown some nice pixel art skills. Nice color choices, and nice shading. The only problem for the is the outlines, that makes the elements rather rough. But its a very nice style nonetheless =]
other than having bad aa, jaggy lines everywhere, weirdly shaped eyes and a claw for a hand, there's still a whole lot more you could do to this piece. I'm pretty disappointed that you stopped working on it that soon. The cloud is odd, to put it nicely, its not at all soft and swirly as the style is supposed to work. The cap is barely shaded. The right arm (left side) is too long imo, and theres a lot of inconsistencies in shadows. Yea.. that's all I can see at the moment. hmm
