Looks like Kabuto from Naruto.

The second darkest shade on the hair could be lighter. Right now it's somewhat hard to even see that it's there. Also, using a near black on the circle for the glasses is a bad idea, it stands out too much in the circle of what consists of many implied lines. Also, the mouth bothers me with how far to the [viewer's] left edge of the face whereas the nose points to the right, making it seem as though his mouth extends down to his jawline or that he has a crooked nose.
