I was reading the other day about a mini iceage that
covered Europe in the 1700's and how the Thames froze over
as a result. Here's my pixel rendition of this event.

Here's the WIP (note the amount of pallette changes,
I just couldn't capture the right mood for some time :))

since I love blue, having a small 'fetish' love for works made in this colour is almost obvius. but this one doesn't need to be included with those. i like this piece because you can almost feel the cold atmosphera...

I love the way you've contrasted the static elements (bridge, lamppost, buildings in the background) with the dynamic elements (the river and the boat).

The record low temperatures were ironic considering the Industrial Revolution and the high amounts of man-made CO2 (factories and trains powered by burning fossil fuels)...

Very nice job, I really love the palette..
I think the composition could have been better tho.. I don't think your character and the moon are at the best position... it's like you don't kwow what to do with them and put them on the side..
the iceberg between the streelight and the guy is not that visually interesting but my eyes are more oftenly caught by it than by your characters because of its position..

This is a great pic. That being said, I hope you don' mind a bit of constructive criticism.  :)
Here it goes:
The snowflakes are all almost the same size and brightness, it doesn't really help to express the depth of the scene, and snow is a really good device for such a thing.
Colors are really great. You could have played a bit more with blending brown with blue, like you did on the trapped boat or the background. Maybe on the man in the front?
One last thing is the ground in the foreground, it is not as clean as the rest of the piece.

I'm loving the whole composition. You did a great job with this but I think the moon should have more colors on it. That's just me, though. I'm probably just being nit-picky. :-)

Whoa, nice pic.  i like the frozen rive, but i think a couple of those frozen waves are a bit big. Other than that, great work!

I really love the mood you managed to achieve. Technically it's really good too, the pic looks very tidy. I think the halo around the street lamp doesn't really work though... I feel it would belong better on the ground right under the street lamp, where I would expect to see some light cast (or at least more obviously than it is now).
