This took me 1 hour to draw and colour in MSPaint, just did it to see if I could.... Please comment.

Agreed with blueberry. Those scales on his neck, bleh! Its all copy/paste, make them "flow" with the neck. Other than that, looks good. I always loved dragons.

you could get by fine with the color count you have, but increase the contrast

2 shades of each colour, didnt try hard, wanted it to look perfect, and when I shade I always over do it.

I think this is a good start. The dragon has a nice form to it. Try replacing some of the interior blacks with colors so it feels less flat.
