this is oekaki as far as i know. Anyway, i don't know why it is approved in the first place cause as far as i know they would become more strict on approving pieces that look oekaki-ish.
I like the shading of the piece although the proportions between the 2 parts of the brush is wrong in my opinion. And if you want more information about oekaki, check topics like this one on the forum.
One of the pieces that was considered oekaki too was this piece (the full version of the piece is here)
So you could say that a piece that has too many randomly placed pixels and is too doodle-ish gets the name oekaki.
Some other people also make oekaki pieces, they can also look very good but it is just not considered as pixel art.
