The hand movement is native to Bizarro Land. For at least two reasons - the movement has little sense of gravity; contrast to the scarf hands which have a strong sense of gravity. The arm joints jump around a bit and shading and construction is a little dodgy (eg far arm is larger looking than near arm, near forearm bulges oddly). Overall, I think it's overanimated, and that would be the most effective fix -- it's generally too violent for an idle anim. As for windiness, you only need to shift things a pixel or two here and there to convey it; reducing the current shifts would help quite a bit. arms might look better if they both pointed in the same direction (you don't point your arms opposite from each other in a wind, eh? that just leads to overbalancing.).
Secondly, the GOOOD. Colors are pretty much perfect. Antennae are cute, i love them. Scarf is really well rendered and animated - particularly the main of the scarf is spot-on. The character design in general is delicious.
I really like the character design and colors. The animation is a bit choppy. Also - either don't move her arms as much, or make it a double cycle where her hands (as well as the antennae on her head) sway in a different direction.
