I think that color conservation, for the most part, is a thing of the past. The main purpose it serves now is to increase general composition and make things easier to read. It's certainly a good thing to practice even though it's not much of an issue anymore.
I don't think the problem is over-dithering as much as it is bizarre use of selout and too many overly-subtle shades that don't read well at 1x (in addition to, y'know, the poor prioritizing of details and contrast). Though, I don't know how important color conservation is for this particular project.
Looks awesome, though I think it would look a lot better without so much dithering. The leaves and tiles, for instance, look kinda fuzzy, when they should looks smooth. Other than the over-dithering I love it.
