My eyelashes are longer than that, and I'm pretty sure I'm not a woman. I think the confusing bit is just the darkness.

It certainly looks like a rather effeminate man. Or he's meant to be androgynous, like Bowie in the old days.

Is it man or woman? :P
By the way, not sure though, isn't the shade under his/her mouth weird? and the light along his/her(let's call it hes xD) left eye
And the strange line on hes forehead
Yeah and one more - the shading on the hair on left side is too fast imo (can't find a word in my memory - I mean it goes too fast from yellow to brown)
