The reason people say this is not pixel art is for two reasons.  1) The background looks like a gradient.  Gradients are frowned upon. Good color choice with dithering to blend the colors together is preferable.  2) The high color count.  Using the lowest amount of colors in a piece is called optimization.  Getting tons of detail out of few colors is considered impressive.  Take a look and study this piece by buloght.  Only 16 colors yet tons of depth and detail.  If he did the same with 254 colors, it would still look nice, but wouldn't be as impressive. 

So in short, Gradients and High color count =

Dithering and Optimization =

133 colors + white background = NPA

thank you both for the comments. i am working on this tutorials. and i started poor i guess. i won't post anymore here, maybe in the forum to take my shortcomings to pieces. i do not understand the comment that pictures over 133 colors can't be pixel art. there's a definition? who can define art? this would be an endless discussion i don't want to start it :)

not only the undiscrimined use of a NPA gradients and the high color abuse, but also the lack of anatomy proportions in the characters. I suggest my friend to check any of the vast PixelArt tutorials on the net(either those who can be found here or anywhere else) and a visit to the WIP section in the forum in case you need some critics and comments(and some guidelines too). the animation is really poor too, so it's out of dicussion.
