As far as computers are concerned, white is totally a colour. And in pixel art it actually matters what computers think, because traditionally the amount of colours in a pixel art piece were limited by the computer - which is why people aim for colour counts that hit powers of two (2,4,8,16,and so on) because those are the most distinct values you can store in a bit, 2 bits, 3 bits, and so on.
So if you spend four bits to store the colour data for each pixel, the machine can display sixteen distinct colours. If you need black and white as colours, they are included in the 16. It has to be like that.
