 Too many colors and needs to be just a liiitle fatter where his legs are. Like maybe 3-4 pixels.

Im 100% sure its a trace, and also 100% sure its no reduction.. (when he posted this, he did not even know what tracing meaned, thats why he didnt wrote he did.)

I doubt it's a color reduction. You can tell that it was drawn due to some blocky outlining. It's still good, however get rid of some colors.
