to me, I don't really see much of a reduction etc going on, I think no-reference is plausible.

Give the references then and prove it. 

Given past instances I'm inclined to be skeptical about the validity of the piece.

I can't speak in english, but I'll try. In work "Cat" i served link of references. This work is made by hand, without photo.

Maybe he thinks that color reduction and some fixes makes it a pixel.
Btw. why wasn't he banned back then when there was proof he's stealing/cheating. We wouldn't have to bother now...
