This level mock-up was drawn for homebrew 8-bit console game project, which was cancelled by some reasons. I'm actually more programmer than artist, and this picture was drawn by me to show project's artist how to draw tiled backgrounds (and also my skills). 16 colors, constructed from 315 8x8 tiles. Note that image is 3880 pixels width, click to see whole image. Also note that it was drawn with limited number of tiles to fit into console video memory, because of that whole picture looks repeating and much of copy-paste was used.

Really it is a starting point - you either make full scenery like in mentioned Megaman X, or slowly entering the level with all it's details, like in Tokkyu Shirei Solbrain. Also remember that it all was drawn with all platform's memory constraints in mind. As for me - I was astounded when Shiru sent me this pic some time ago, only things I don't like very much are designs of monorail train's cockpit and dithering on foreground cyllindrical building.

this is pretty good, though i wouldn't mind a little more invention with the colors

It was drawn with limited number of tiles to fit into console video memory. I'll add that note into description.

I like it, though you should make the cityscape in the bg a bit more unique, rather than just copy and paste.
