Definitely. Pixel art is a step up from drawing. To do pixel art, you need to be able to draw first, just like painting. Draw from life, study anatomy, and practice with pixels. Your dithering technique is actually pretty nice in places, but the piece as a whole is lacking in skill. don't worry, this is actually a problem with many beginning pixel artists, they just don't have the experience that is really needed.
