PixelPlajer indicates 2528 colors. Even if it's not true most of the otherwise flat surfaces are shaded in a wacky and unnoticeable way (with lot of colors) that is hard to believe a sane person would do by hand.
I suggest cleaning up the colors and getting rid of the bg. And if you're at it there are some jaggies in the outlines too. It's a cute drawing, would be worth making it approvable.
