Jagi, one of the villains in the manga/anime Hokuto no Ken (aka Fist of the North Star). The sprite was made in an attempt to match the style used by Capcom in the Capcom Vs SNK games.
I cheated a bit with the colour palette by having more than 16 colours, but I was more concerned with matching the artwork and making the sprite look good than adhering to the limitations of the style.
