I think her hair is like that, and I didnt know what to do about the hat, as you can't properly see it in the picture.

I think that dithering is not needed for something like this, kinda makes her look old(unless she is, haven't seen the movie).

This comes close to over-dithered but I still really like it!  Agreed with DeProgrammer about the hat!

Her hair seems a little tall in the back, some edges are odd, and it looks like you put little effort into the hat. Otherwise, great job. The face itself is really good.
