for somebody just starting/learning I don't think this is bad as some do! While maybe the color choices are a bit lacking they aren't god-awful and since you're still learning/practicing you can't be expected to hit a homerun first time at the plate!

Just try to focus on the underlying message as it's usually meant to be helpful and, as metaru said, the "attacks" are not aimed at you
Well I'm sorry to say that i'm very bad in proportions of the human body or any other creature. So thats why I have to trace it in order to make it real. In my next pixelart submissions I'll try to not overdue the dithering.
And what if I didn't mention the reference and said I did it all by hand without tracing..

In an artform based upon technique mainly, and in a s9ite who watchs over this technique, the meaning of pixelating is to be good at both technique and execution. yours fails at these two, because of the poor shading you have, the abuse of dithering, the poor color choice you have(specially considering that you picked your colors from a bad reference image), major issues regarding shading, the fact you have traced the image, etc.
I'm afraid that when you say "pixelate" you just referr to the fact that you turn an existing image in a pixel-art like image. wich is not 100% accurate a pixel art, and more like a color reduction from an existing image.
now, I want to make it clear: this is, in any case, something agaisnt you. here at PJ we always try to focus most on technique rather than anything else. so please, again, it's not agaisnt you.
npa=non pixel art. Since the outer glow is done with a tool, it will have to be removed, or pixel in a "glow" yourself. Also the eyes would need to be fixed since that looks like maybe smudged?
