Hey man, I've made a lot of tilesets in my day, and I'm really diggin this style. It's very cartoony, and the black outlines with the textured inside kind of reminds me of n64 graphs. I especially like the edges of the cliff. It's def a unique style that you don't see very often so props for that man.
Are you sure they are tiles? I can't recognize them in the picture. Maybe are big tiles. Anyway a good work. I suggest like the others to substitute black outlines with colored ones.
I agree about the black outlines. Also, I feel you could have done this with a LOT less colors. 30 would have been plenty. The grass seems a bit flat, I would make the darkest shade a bit darker to give it some depth. Overall, though, it doesn't look bad.
