I like the shading on the dress only thing is the face is a bit odd.

It is comments like this that I am looking for. I did not even thing about the color of the outline in this pic. And you are right about the crosses on the bottom of the dress. I wanted them there. But could not quite figer out how to angle them. I'll take more time in thinking about things like that in the furture.

That's very good for just starting out in pixel art! Some suggestions: The pattern on her skirt (the white crosses) don't follow the fabric, thus making that part look flat. I also don't like the black outline around the fur. I wouldn't mention it, except that you don't have black outlines on the rest of the piece. Very well done, though!
