I have a photoshopped version of this avatar in DA but I made the glasses pixel by pixel for this place. Personally I like the photoshopped one more but rules are rules :)
I like the outcome. He looks kind of alive unlike my other pixels. Thanks to this avatar I'm once again hooked to pixeling :D
By the way is using layers forbidden in creating pixels for here? Because now that I think of it I just used new layer with "screen" and opacity of 66% and used two colors I put there pixel by pixel; white and grey. Is it forbidden? I said by mistake that I used photoshop effect even though I didn't. I can show the PSD version if needed :D

There's no actual rules on how to create a piece, as long as the result is clean and looks like it has pixel perfect attention. I use photoshop and even filter effects a lot in my pixel art, and I haven't got a complaint even once, so I must be doing it right
Basically though, most members here are going to look down on you for telling us this, so just say you used Paint and be done with it. You don't want to be attacked because of the way you handled it. I use layers all the time in GraphicsGale and still there are people telling me that the fricken line and circle tools are not to be used. Damn hippies!
Edit: I went to look at your deviantart page, and to me it looks fine. You didn't blur the pixels, you just made them slightly transparent. Looks perfectly fine...
