It's Konata Izumi from Lucky Star. I really like that series and she's my favorite character.

I spent about 1hr~1 1/2 hr on her.

hmm..i always wanted to watch lucky star. I mean I have- a long time ago on toonami, but i thought it was weird and too serious (i was little).
