Tornado Man is probably the most uncreative design of all 8 bosses. To put it bluntly, his look is practically a repainted Quick Man with blocky wings slapped on. It's a pity, since his general look and association with the wind may be a homage to Harpuia from Mega Man Zero.

I kind of think his head fins are too thick... and I still think his crotch is too dark, like ConcreteMan's. >.>
I think his back arm is a bit awkward too. A bit small maybe, and probably not enough of an angle. I don't thi9nk his hand is positioned correctly on his wrist either (Seven's looks better though).
I think the pose lacks dynamism, it does not pass the idea of movement so well (which is by far one of the most notable feature from MM8 sprites). The fingers are a bit pointy too IMO. Although I can't deny the quality of the sprite and pallete itself.
At least, Tornado Man has the best music in the whole OST :D
